Admiral did not rule out that the US will give warships to Ukraine as
they formerly did to the Baltic states. "I think that something old will
be given. They have already trained many soldiers. Some kind of
personnel potential has been created. Then there is the matter of
technology, " Komoedov said. At the same time, he does not see the
danger of a military clash on the Black Sea. "There were clashes in
Soviet times. I think there will not be such stupidities now, the
international law on the prevention of incidents at sea operates. I
think the Americans will have enough brains not to provoke, albeit

importance of the news of the American construction of a command center

the Black Sea coast of Ukraine into its base. The Americans already

/ August 8, 2017 / The United States has begun constructing a maritime
operations center at the Ochakiv Naval Base in Ukraine, the US Navy said
in a statement on Monday. Ochakiv is located close to Crimean peninsula
and Ukrainian 73rd Naval Center of Special Operations is situated
there. "Seabees held a groundbreaking ceremony for a maritime operations
center on Ochakov Naval Base, Ukraine, July 25," the Navy said in the
statement, referring to the US Naval Construction Battalions, known as
Seabees. The Seabees arrived in Ochakov in April to establish contracts,
obtain construction permits and perform other logistical tasks for the
maritime operations center project. The center, which is one of three
projects that the Seabees will execute in Ochakov, will serve as a major
planning and operation hub during future military drills hosted by
Ukraine, the Navy said. "Beginning construction in Ukraine is a
significant accomplishment," said Lt. j.g. [junior grade] Jason McGee,
officer in charge of Det. Ukraine. "Our ability to maximize European
reassurance initiatives in Ukraine holds strategic importance, and will
ultimately improve host nation defense capacity and infrastructure,
strengthen relations and increase bilateral training capabilities." In
addition to building the operations center, the Seabees will also build a
boat maintenance facility and entry control points with perimeter
fencing at Ochakov.

Rogozin: Ukraine could have sold missile engines directly to North Korea / Sputnik / August 16, 2017 / Russian
Deputy Prime Minister Dmitry Rogozin said on Wednesday it is possible
that either details about Ukrainian missile engine technologies were
leaked to North Korea or Kiev sold the engines to Pyongyang directly.
/ MOSCOW (Sputnik) / The New York Times published an article on Monday
suggesting that Pyongyang may be using a modified RD-250
high-performance liquid-propellant engine (LPE) for its latest missile.
According to a study by Michael Elleman, which was quoted in the story,
such engines used to be developed at Ukraine's state-owned Yuzhmash and
Russia’s Energomash companies. Elleman said as quoted the engines for
North Korean missiles likely came from Ukraine, and probably by illicit
means. "There was either a leak of information, or a direct sale of the
engines. It would have been difficult [to produce engines] without
experts, who should be on the site and organize the production," Rogozin
told the Rossiya 24 broadcaster. Yuzhmash, as well as the State Space
Agency of Ukraine (SSAU), has denied any involvement in North Korea's
space or defense-related missile programs. The aerospace manufacturer
also pointed out that it had produced neither missiles nor missile
systems since Ukraine became an independent state after the dissolution
of the Soviet Union. Ukrainian National Security and Defense Council
Secretary Oleksandr Turchynov also said Monday that Ukraine's defense
and aerospace companies did not supply any weapons or military
technologies to North Korea. North Korea has carried out a number of
missile tests within the recent months, which have prompted
international criticism, resulted in new sanctions imposed by the UN
Security Council and caused an escalation of the situation in the

could have taken part in designing engines for Nort Korea's missiles,

missile engines developed by Ukraine's Yuzhnoye State Design Office, but
nobody among its staff helped North Korea acquire such engines,

Korea’s leap in missile technology was made possible by black-market
purchases of powerful rocket engines from a Ukrainian factory according
to classified American intelligence agencies, reports the NYT. /
When the US State Department supported Ukraine domestic forces and
nationalist elements to stage a successful and deadly coup against then
pro-Russian president Viktor Yanukovych in 2014, the outcome was
supposed to be a nation that is a undisputed US ally and persistent
threat, distraction and non-NATO opponent to bordering Russia. Instead,
it now appears that it has been Ukraine which was, as the NYT writes,
the secret behind the success of North Korea's ballistic missile
program. Specifically, in a blockbuster report this morning, the NYT
alleges that North Korea has been making black-market purchases of
powerful rocket engines from a Ukrainian factory citing "expert analysis
being published Monday and classified assessments by American
intelligence agencies." The studies may solve the mystery of how North
Korea began succeeding so suddenly after a string of fiery missile
failures, some of which may have been caused by American sabotage of its
supply chains and cyberattacks on its launches. After those failures,
the North changed designs and suppliers in the past two years, according
to a new study by Michael Elleman, a missile expert at the
International Institute for Strategic Studies. According to the report,
analysts who studied photographs of Kim Jong-un, inspecting the new
rocket motors concluded that they derive from designs that once powered

Zakharchenko declared on July 18, 2017 the creation of a new state, to
be called Malorossiya, or “Little Russia”. This new state comprises all
of the Oblasts (regions) of the former Ukraine, with Donetsk, rather
than Kiev, its capital. Representatives of every Ukrainian Oblast, from
Lvov in the far west, to Sumy in the north, to Lugansk in the east,
signed the document endorsing the creation of Malorossiya at Tuesday’s
ministerial summit in Donetsk. With the declaration of Malorossiya, the
State of Ukraine ceases to exist. Malorossiya takes its place. However, a
declaration is only as valid as the recognition it gets. So far, the
Declaration of Malorossiya has been noted by key foreign players,
including Moscow, Washington, Berlin and Paris. These enemy capitals (I
call Moscow an enemy because of frequent betrayals) have naturally
denounced the creation of Malorossiya, mouthing typical unrealistic
platitudes about the Minsk 2.0 Accords being the only solution to the
Donbass conflict. This is patent nonsense. The unconstitutionally
established post-coup regime in Kiev, presided over by Petro Poroshenko,
has stalled these agreements for almost two and a half years, delaying
reform of the Ukraine constitution subject to approval of the Donbass
representatives, and daily shelling civilian targets in the Donetsk and
Lugansk People’s Republics (DPR/LPR). Kiev refuses to implement Minsk
2.0 because the agreements were in fact a trick. Poroshenko signed the
endorsement document in Minsk, Belarus on February 12, 2015, after 19
straight hours of high-pressure negotiations with Russian President
Vladimir Putin, German Chancellor Angela Merkel, and French President
Francois Hollande (the Normandy Four). Other participants in these
negotiations were the Tripartite Contact Group and DPR/LPR
representatives Presidents Alexander Zakharchenko and Igor Plotnitsky.
All participants were sleep deprived by the time the process was done.
Whether Poroshenko knew it or not, he had just signed an agreement

on Tuesday the creation of a new "state" that they said would take the
place of Ukraine and have its capital in their territory. The proposed
country - which has no chance of getting off the ground - would be
founded after a referendum and called Malorossiya, a tsarist-era name
meaning "Little Russia" that once described most of the area covering
modern-day Ukraine. A constitution presented by rebel leader Alexander
Zakharchenko said representatives from the insurgents' self-declared
Donetsk and Lugansk "People's Republics" and other regions had agreed to
"declare the establishment of a new state, which is the successor of
Ukraine." The document - released by the separatists' news agency - said
rebel bastion Donetsk would become the capital, while Kiev would be
reduced to the status of a "historical and cultural centre". Leader [of

expressed doubts about “the appropriateness of this decision,” the

Ukrainian president Petro Poroshenko said on Tuesday that he would
“restore sovereignty over Donbass and Crimea,” and predicted that the
Malorossiya project would fall apart, just like the Novorossiya project
did earlier. The Kremlin used the tsarist-era name "Novorossiya" (New
Russia) to refer to the areas the rebels had seized, but the term was
later dropped. According to the rebels, 19 regions of Ukraine have
supported the move. The Kremlin hasn’t yet commented on it. Two Russian
lawmakers called creating a new “state” in Ukraine unavoidable. State
Duma deputy Leonid Kalashnikov told the state-run RIA Novosti news
agency that Ukrainian authorities have reached a dead end in Eastern
Ukraine, and the new state could be a way out. “People can’t be at war
forever; creating an independent state could be a way out for them,” he
said. Federation Council senator Sergei Tsekov echoed his sentiment:
“federalization” is necessary for Ukraine, he told the Lenta.ru news
website on Tuesday, and the decision to create Malorossiya would “push
Kiev [closer] to it.” In the meantime, German government expressed hope
that Russian authorities will officially denounce the project, RIA
Novosti reported. “We expect Russia to immediately denounce the move and
not recognize it nor respect it,” the German cabinet press service told
RIA Novosti in written comments. “Resolving the conflict in Ukraine is
only possible through negotiations, which entail complying with the
Minsk agreements.” It was not immediately clear why the rebels decided
to put forward the new plan, but it is likely a gambit aimed at pushing

People's Republic held a historic event - the signing of a political
declaration on the creation of a new state, which will become the legal
successor of 'Ukraine'. The new state formation will consist of 19
regions of the former Ukraine and be called Malorossiya with the center
of the new state in Donetsk. Kiev remains a historical and cultural
center without the status of the capital city. "All of us here are going
to talk about the future. We propose a plan for the reintegration of
the country through the law and the Constitution. We must build a new
country in which the concepts of conscience and honour are not
forgotten. We offer the citizens of Ukraine a peaceful way out of the
difficult situation, without war. This is our last offer not only to the
Ukrainians, but also to all countries that supported the civil war in
Donbass. I am convinced that we will do everything possible and
impossible," said the Head of the DPR, Alexander Zakharchenko. The event
was attended by the Head of the DPR Alexander Zakharchenko, the Adviser
to the Head Zakhar Prilepin, the Deputy Chairman of the Council of
Ministers, the Minister of Inland Revenue and of the Republic Alexander

Alexander Zakharchenko, announced the creation of a new country that
will be made up of the DPR and LPR regions in Eastern Ukraine. The new
country will be called “Malorossiya” or “Little Russia.” Local
leadership is describing the country as a “successor state” to Ukraine.
Zakharchenko is proposing a three-year transition period toward the
creation of the new state as a way to settle the ongoing conflict. “We
propose to establish the state of Malorossiya. Malorossiya is an
independent young state. A transition period of up to 3 years,”
Zakharchenko told reporters. On July 18, Donetsk People’s Republic
leader, Alexander Zakharchenko, announced the creation of a new country
that will be made up of the DPR and LPR regions in Eastern Ukraine. The
new country will be called “Malorossiya” or “Little Russia.” Local
leadership is describing the country as a “successor state” to Ukraine.
Zakharchenko said that discussions taking place within the DPR have
“come to the conclusion that Ukraine has shown itself as a failed state”
and called on the international community to support the new proposal.
“We should be supported by the residents of the regions. This solution
is possible provided that the international community supports the
idea,” he said. Malorossiya has been declared a sovereign federation of
states, with Donetsk being the capitol. The Malorossiyan constitution
will be drafted and subsequently debated and put up for referendum and
public discussion. Central authorities will be in charge of the
